Why VPN Bans Are Hard to Enforce

In July 2026, the UK government said it would not ban or age-gate VPNs, acknowledging that VPNs have legitimate privacy and security uses.

The decision highlights a larger issue in the VPN debate: banning VPNs sounds simple, but enforcing a ban is technically difficult and often creates new privacy, security, and access problems.

VPNs can be restricted in certain ways, but blocking them completely is far more complicated. Server IPs change, traffic can be disguised, users can switch tools, and many people rely on VPNs for lawful reasons such as secure browsing, public Wi-Fi protection, remote work, and privacy.

What a VPN ban can actually mean

A “VPN ban” is not always a single rule or technical block. It can refer to several different restrictions, each targeting a different part of how VPNs are found, installed, purchased, or used.

In some cases, a government may ban commercial VPN providers or require app stores to remove VPN apps. In others, internet providers may be ordered to block VPN websites, known VPN server IP addresses, or specific VPN protocols at the network level.

In Russia, VPN restrictions have also targeted app distribution. In 2024, Apple removed 25 VPN apps from the Russian App Store after a demand from Roskomnadzor, showing that enforcement can happen through app stores before a user even tries to connect.

Platform-level restrictions

VPN restrictions can also happen inside individual platforms. A website or app may try to detect VPN traffic, block access from known VPN IP addresses, or require users to verify their age or identity before continuing.

That is why the term “VPN ban” can be misleading. It may mean blocking VPN apps, disrupting VPN connections, restricting VPN websites, or adding identity checks around VPN use. Each approach works differently, and each one has different limits.

The main ways VPNs are blocked

VPN blocking usually requires several layers. A government, internet provider, app store, payment company, or online platform may target a different part of the VPN chain.

Some methods block access to VPN websites. Others block known VPN servers, remove VPN apps, detect VPN traffic patterns, or make subscriptions harder to buy. None of these methods are perfect, but together they can make VPN access less reliable.

This can create false positives and block legitimate users, travelers, or business VPN traffic.
Payment restrictions
Blocks payment methods used to buy VPN subscriptions.
Users may use alternative payment methods or free tools, which can be less secure.

These methods show why a VPN ban is rarely a single switch. Blocking the app does not block every server. Blocking known servers does not remove every protocol. Blocking payment does not stop free or self-hosted tools. Enforcement becomes a constant process of detection, blocking, adaptation, and replacement.
